Assistant Recreation and Sports Officer I (ARSO I)

Requirements

1. Assistant Recreation and Sports Officer II (ARSO II) with five years’ managerial experience in a subvented or non-subvented camp in Hong Kong

2. Entry qualifications

(a)  i. A full-time teacher's certificate with Physical Education as one of the subjects or equivalent; or

       ii. A post-secondary qualification in Management of Recreation and Sports from one of the following, or equivalent –

  • Accredited Associate Degree from a Hong Kong tertiary institution; or
  • Higher Diploma from a Hong Kong Polytechnic University or a polytechnic or Hong Kong

Institute of Vocational Education;

And

(b) Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of  Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent.

(Note1: Those who have not studied physical education or recreation when obtaining the qualification in (a)(i) or (ii) above should have a Diploma/Graduate Certificate in recreation and sports management offered by a recognized tertiary institution, or equivalent.)

(Note2: ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.)

(Note3: In accordance with the 2006 Review on Civil Service Staring Salaries effective from 1 August 2007, the starting salary for subvented post ARSOII or NGO Camps/Centres is in line with the civil service post of Assistant Leisure Services Manager II (i.e. MPS 13).  As subvented post should be no better than comparable ranks in the civil service, the entry requirement ‘Diploma from a registered post-secondary college’ is obsolete.)

Responsibilities

(A) Administration & Management

1. Assist the Camp Manager in

  • Overall planning and management of camp service
  • prepare annual budget and subvention application
  • supervise camp staff during his/her absence
  • purchase and keep record of recreational supplies

2. Ensure that proper order, security, safety rules and cleanliness are observed in camps

3. Oversee camp rules and regulations being observed by campers

4. Plan for minor repairs, maintenance and construction works in construction with the RSO

5. Oversee the running of the tuck shop

6. Control the use of vessel/vehicle

7. Attend to emergency matters e.g. typhoon, adverse weather, accidents, disputes among campers

8. Supervise and allocate duties to ARSO II, programme workers and supporting staff under his/her supervision

(B) Programme

1. Plan, take charge of and organize programmes (including outdoor educational camps) for campers

2. Ensure that safety precaution for activities run in the camps are observed

3. Maintain effective liaison and public relations with camping groups

(C) Others

1. Undertake shift duty and overnight stay on-call duty whenever necessary

2. Perform any other duties as deemed necessary

Salary:

Starting $53,980, depending on recognized working experience
