Programme Manager, Capacity Building

Role Purpose

As one of three Pillar Managers at Rugby For Good (alongside Social Inclusion and Mental Wellbeing), the Programme Manager, Capacity Building leads initiatives to strengthen RFG and the wider Sport for Development sector in Hong Kong. This includes university partnerships, teacher/coach training, youth employability programmes, and other capacity-building programme. The role builds a sustainable talent pipeline while coordinating closely with the other pillars. It includes direct team management and overall responsibility for programme design, delivery, and quality.

Key Accountabilities

1. Strategic Leadership & Cross-Pillar Coordination

  • Ensure all capacity-building initiatives meet agreed timelines, budgets, and quality standards.

  • Identify and implement synergies between programme (e.g., youth programme graduates progressing to coach training).

  • Align capacity-building outputs with the needs of the Social Inclusion and Mental Wellbeing pillars.

2. University Partnerships & Accredited Courses

  • Launch and manage a certificate-level Sport for Development course with a university partner, including negotiating partnership and achieving agreed enrolment and completion targets.

  • Explore pathways for the course to be recognised by university or Education Bureau for CPD points. 

3. Teacher & Coach Development Systems

  • Oversee the design, delivery, and continuous improvement of RFG’s coach and teacher training curriculum, including regular training structures for new and existing coaches.

  • Develop tiered certification pathways and establish competency frameworks for coaches across all three RFG pillars.

4. Youth Employability Programme

  • Lead and deliver an annual youth capacity-building programme providing hands-on exposure to sports industry roles.

  • Build and maintain a network of sports industry partners for the programme, while tracking key programme outcomes.

5. Monitoring, Evaluation, Learning & Donor Reporting

  • Prepare timely and accurate donor reports, including narrative updates, beneficiary stories, quantitative KPIs, and compelling impact narratives translated from MEL data.

  • Support donor meetings, site visits, and review sessions by presenting programme progress and impact

  • Ensure full compliance with all grant requirements, including budgeting, procurement, eligibility rules, and beneficiary consent documentation.

6. Team Leadership & Performance Management

  • Manage a team of 4–6 staff, conducting monthly 1:1s and quarterly performance reviews.

  • Delegate workload across initiatives and foster a culture of collaboration and accountability.

  • Mentor team members to build succession pipelines.

7. Stakeholder & External Engagement

  • Build and maintain strategic partnerships with different key stakeholders, such as funders, universities, NGOs, schools, community partners to enhance programme reach, quality, and impact.

Qualifications & Experience

  • Bachelor’s degree in Education, Training & Development, Youth Development, or a related field is essential (Master’s degree preferred). Qualifications in Data Management are highly desirable.

  • 6+ years of relevant experience in at least two of the following areas: coach/teacher training, youth development, higher education programme development, NGO programme management or capacity building.

  • 3+ years of people management experience with a proven track record in team leadership and delivering capacity-building initiatives.

  • Fluency in English and Cantonese (academic-level English essential for university partnerships); Mandarin is an asset.
